To change the size of the video users can upload, you need to follow these steps.
Login to admincp -> System settings -> General Configuration
Change max allowed seconds for the vide at admincp -> Site settings -> General configuration -> FFMPGE
System will not allow to upload a video if it reaches max allowed size OR max allowed duration.
You can configure the size of the video that user can upload based on the user role by go to admincp -> System settings -> manage user roles
Select a role that you want to setup and click on “Permissions”
Find “Post” and “Vibb” to change the “Max video size (duration – seconds) can upload” to your desired number
